Actually, they parodied "Sid & Nancy" as part of the Valentine triology. Nelson was Sid, Lisa was Nancy & Bart was Johnny Rotten. I think Jimbo was Jonesy. The other episodes parodied "Bonnie & Clyde" & "Lady & the Tramp".

Since they were having the regular children characters (Nelson, Lisa, Bart, Jimbo,etc), playing the parts of Sid, Nancy, Johnny & the Pistols, I doubt their was any attempt to contact the surviving Pistols to do voices, at least not their own. They could have done different guest voices but then, what's the point really?
And yes, the children were addicted - to chocolate!, which for some kids is a real problem. At least it was funnier than those stupid commercials where the baseball players are "using" milk. I think those ads are creepy.
